City Manager: Russell A. Mullins
Russell “Drew” Mullins was appointed to serve as City Manager in October 2021. Mullins worked as a staffer for former Senator Jim Webb and has previously served as city manager in the communities of Pound and Coeburn, Virginia. Mullins is a graduate of the University of Virginia and resides with his wife Anna in Starke.

The City Manager’s office is tasked with overseeing public works, utility infrastructure, and the city’s police and fire departments.

Director of Operations Duties
The Director of Operations office is tasked with preparing the city’s budget, overseeing the city’s Finance Department, Community Development, Legal Affairs, as well Zoning and Code Enforcement.
