As required by law, the city commission shall employ a certified public accountant, not connected with the government of the city, to audit the accounts of all persons who shall have handled any of the moneys of the city during the fiscal year. The report of such audit shall be published in a newspaper printed in the city. Such audit of accounts shall cover the period ending on September 30 of each fiscal year. The report of such audit shall be furnished to the city commission as early as practicable after September 30 of each fiscal year.
